Fundamental Information of Project: Flat Panel Display (FPD) industry, a an important industry supported by our country, serves as one of the most important development projects listed into the 12th Five-Year Plan and Middle and Long Term Development Outline for Information Industry from 2006 to 2020. According to Planning of Electronic Information Industry Restructuring and Revitalization, development of LED industry will be listed into major and critical projects. With total investment of USD150million, the Project covers an area of 400mu (266,666sqm) and a total construction area of 70,000sqm and employs a total staff of 500. The main construction includes facilities for production and auxiliary production, dynamic facilities, environment-friendly facilities, safety facilities, fire-fighting facilities and corresponding buildings. The construction time for the Project is 2 years, the cost for construction project is USD7.5million, and the cost for purchasing devices is USD135million, installation cost is USD1.5million, cost for other projects is USD6million. The annual sales income is USD102million, total annual profit is USD11million. All fund shall be collected by enterprises themselves.
建設條件：項目擬選址在承德張百灣新興產(chǎn)業(yè)示范區(qū)內(nèi)，該區(qū)交通便利，緊鄰國道112線，距灤平縣城10公里、京承高速灤平出口23公里，到北京僅1個半小時車程；京通鐵路和正在建設的張?zhí)畦F路經(jīng)過園區(qū)，并在區(qū)內(nèi)設有客貨兩用站；水資源充沛，灤河流經(jīng)27公里，徑流量19立方米/秒；淺層地下水即可實現(xiàn)園區(qū)近期供水，規(guī)模為10萬噸/日的供水廠正在建設中；區(qū)內(nèi)現(xiàn)有35KV、110KV、220KV變電站各一座，承德西500KV變電站和園區(qū)專用35KV變電站即將建成投入使用；天然氣管道在區(qū)內(nèi)建設中轉(zhuǎn)站一座、門站五個；現(xiàn)有處理能力為2萬噸/日的污水處理廠一座，并可提供中水回用，規(guī)劃建設處理能力為16萬噸/日的第二污水處理廠1座，一期6萬噸/日工程已開工建設。
Construction Conditions: the project is to be built in Zhangbaiwan New Industrial Demonstration Zone of Chengde. The location features convenient transportation and adjoins to No. 112 National Highway, 10km from Luanping County, 23km away from exits of Beijing-Chengde Highway and 1-hour drive away from Beijing. The Beijing-Tongliao Railway and the Zhangjiakou-Tangshan Railway which is being built pass through the Park. And stations for passenger and cargo trains are established in the zone. The water resources here is rich. And 27km of Luanhe passes here, with volume of runoff is 19 cubic meters per second. Shallow groundwater is enough to supply short-term water of the zone. And a water supply plant with a capacity of 100,000tons is being built. Now, there are three transformation stations with a capacity of 35KV, 110KV and 220KV separately. A transformation station of 500KV and the station of 35KV which is built especially for the zone are not being built for production. There is one transfer station and five gate stations, one sewage treatment plant with a capacity of 20,000tons/day to recycle water. And it is planned to build a sewage treatment plant with a daily capacity of 160,000tons. The first phase of this plant with a capacity of 60,000tons is finished.
